To the Advisory Council,
The board thanks Chair Canen Ho'okano for testifying at the board hearings on
Friday, December 11, 2009.
The proposal to authorize the department to asses entry fees to our state parks
was approved. The department will come up with a plan on the how's, what's, and
where's and present the plan to the public.
In the mean time, Board Members made a commitment to support the Kokee Advisory
Council's effort to lobby our legislatures on the council's idea of taxing car
renters a dollar to specifically pay for our park systems. Should the Kokee
Advisory Council succeed in getting a legislative bill pass on this issue, the
Board acknowledged the Kauai
member's suggestion to then cancel the park fees. Chair Thielen, also suggested
that once a bill on this issue is introduced, all Board Members should make a
collective effort on their respective islands to support it. All members agreed.
Please note that the chair of the legislative oversight committee for DLNR,
Senator Hee, advised the department to not depend on legislative monies for the
parks. He directed DLNR and other state agencies to be creative and basically
find monies on their own. DLNR proposes park entry fees, for non-residents only,
as one mechanism to assist the funding of our parks.
